KEY FACTS
At the end of Q1, the Shelter Cluster response was 12% funded. 4/15 partners and 5/24 projects included in the HRP have received partial funding.

West Bank/East Jerusalem

During the first four months of 2016…
85 communities have been impacted by demolition, affecting 2,465 people.
In 9 major incidents, most or all of the structures in the community were destroyed.
28% of structures demolished in 2016 were previously affected by demolition.
The number of residential structures demolished in 2016 is 123% of that in 2015, reflecting a 265% increase in the monthly average in demolitions of residential structures (62 in 1016 vs 17 in 2015). The 168 donor-funded structures demolished is 150% of those in 2015.
Increasing risks face deliverers and receivers of aid due to obstruction, confiscation or detention. There is an urgent need to invest in increasing community resilience and address vulnerabilities that contribute to the likelihood of displacement.

Repairs and reconstruction
2,550 households are delayed in carrying out repairs or reconstruction as a result of the private sector cement ban since April 3rd. This could also affect a further 3,770 waiting to start reconstruction and repairs included in the 55,000 households registered on the GRM.

IDP response
Over 1,000 units were completed between March and April. However, over 13,300 families (about 70,000 individuals) remain displaced as a result of the 2014 conflict.
1,081 non-refugee families received cash for rent from Jan-Jun 2016 - however there is an urgent gap in assistance for over 9,000 IDP families who have not received any support this year so far due to lack of funding.

GRM update
Since September 2014, 1.24m tonnes of construction materials have entered Gaza through the GRM. No additional participants were added to the Shelter or Finishing Stream in April, but some material continued to be purchased through the Shelter Stream for ongoing repairs. There are 13,757 beneficiaries in the Residential Stream, 4,982 of which (36%) are for reconstruction. 20,265 tonnes of cement entered for International projects in April, however zero cement entered for private sector.
50,000 beneficiaries still have allocated quantities of cement to be procured for repair and reconstruction as well as 5,000 beneficiaries for new construction. Further detailed information is available at grm.report/#
